Ontario licenses the two separately, and the difference decides what we are allowed to do for you. Here is our number, what it covers, the one condition attached to it, and how to check the whole thing yourself in about a minute.

The difference, in the words you would use.
Both are licensed in Ontario and the two licences are not interchangeable. We hold the first one below. We do not hold the second, and a licence is not something a willing supplier can work around.
What a recruiter does
Finds people, checks them, and puts them in front of you. Whoever you take on goes onto your payroll and works for you, the same as anyone else you hire. You pay us for the finding, once, and then we are out of it.
This is what we are licensed for.
What a temporary help agency does
Keeps the worker on its own payroll and assigns them to you for a stretch of work. You pay the agency an hourly rate, the agency pays the worker, and the worker stays the agency's employee throughout.
We are not licensed for this.
So if what you actually need is people on somebody else’s payroll for six weeks, you will hear that on the first call, with the name of a licensed agency, rather than after a brief has been taken and the problem worked out later.
The condition attached to it.
One sits on our record, it applies to hiring from outside Canada, and it is public. Word for word, as the register has it:
- When acting as a recruiter in respect of foreign nationals, Winwire may do so only for positions at or above the median hourly wage.
In plain terms: where the person we find for you is coming from abroad, the role has to pay at or above the median hourly wage. If yours does not, you hear it at the start rather than after a shortlist has been built.

Each of those is a licence somebody else holds, and neither is ours to work around. Finding you a nurse is recruitment, and it is the end of what our licence covers.
Neither is us shutting a door. Where a role needs one, we say so, put you in front of somebody licensed to handle it, and carry on with the part that is ours.
And what it means if you are the one looking for work.
A licensed recruiter in Ontario is not permitted to charge a worker a fee. Not to register, not to be put forward, not out of your first payslip, not ever. If anybody in this business asks you for money, they are not doing the job we are licensed to do, and the same register above will tell you whether they hold a licence at all.
